The creation of the Malolos Congress and the Constitution's writing are the main topics of the third gallery. It also emphasizes a clear and concise presentation.

A life-sized replica of the abovementioned historical event sits at the center of this gallery. These are all widely recognized individuals linked to the formation of the Malolos Congress. Alongside Emilio Aguinaldo (seated) from left to right are Mariano Trias, Pedro Paterno, Trinidad Pardo de Tavera, Gregorio Araneta, Baldomero Aguinaldo, Benito Legarda, and Pablo Campo.

The most notable features of the Museo ng Republika ng 1899 were located here.  due to the fact that there is a music and light display in this life-sized diorama. Which additionally includes the narrative of the Malolos Congress's founding proclamation.
